Planned and proposed future activities of INESAP

- The INESAP 1998 Conference will be hosted by the Center for Research on Arms Control and Security (CRACS) in Amman, Jordan
- Further work on the Model Nuclear Weapons Convention, in cooperation with the Lawyers Committe on Nuclear Policy (LCNP)
- Continuing the drafting process
- Seminar with delegates to the Conference on Disarmament in Geneva in February 1998
- Strategy to bring the Model NWC into the political process in order to support progress towards global elimination of nuclear weapons
- Contribution to the global NGO campaign Abolition 2000
- Majoratory initiative: The International Petition, Missiles to Sunflowers" to be signed by individuals, especially famous scientists and engineers
- Nuclear free local authorities "Resolution for municipalities"
- Resolution for university campusses
- The study group on delivery sytems and ballisitic missile defence will hold a workshop in 1998 hosted by Reuven Pedatzur at Tel-Aviv University, Israel. A publication is under preparation.
- The cut-off project ,Breaking the deadlock - How can negotiations get started on effective international control of nuclear-weapon-usable materials?" is under preparation in cooperation with IANUS and UNIDIR. A core group of liaisons in a dozen of countries has been formed.
- Second NPT PrepCom for the NPT 2000 Review Conference, Geneva April 27 to May 8, 1998, in cooperation with Abolition 2000
- Leading up to the PrepCom: list of objectives and proposals for action
- Letter to governments of selected countries
- International transparancy and verification initiative for nuclear materials, launching event at the PrepCom
- Activities during the PrepCom: Briefing papers on technical issues, panels on certain topics like the Nuclear Weapons Convention, discussions with delegates.
- Develop regional activities of INESAP
- A special project will deal in 1998 with prospects for and problems of a weapons of mass destruction free zone in the Middle East. Close relationships shall be established between the newly founded group Egyptian Scientists Against Proliferation (ESAP) and INESAP. The Coordinating Center for Arabic Peace Organizations will conduct regional activities including networking among scientists and engineers in the Middle East and educating them and the public
- It is intended that the INESAP 1997 conference in Shanghai establishes a number of links to Chinese experts for future cooperation. The cooperation to Southern and Eastern Asia is intensified, too.
- New contacts need to be developed and existing to be refreshed to scientists and engineers in Russia and France.
- Nuclear Weapons Free Zones (NWFZ)
- A group has formed which will prepare a workshop on NWFZs. It will take place in early 1999. The experience of existing NWFZs will be evaluated and plans for the establishment of further NWFZs especially in the northern hemisphere will be presented and discussed. Special focus will be put on technical issues like verification. Possible sites for the meeting are in Sri Lanka, Japan and Egypt.
- Support for the Central Asia Nuclear Weapon Free Zone, issuing a greeting address to the International Conference in Tashkent, Uzbekistan, 14-16 September 1997
- INESAP Information Bulletin
- The INESAP Information Bulletin will remain the main medium of INESAP for international communication. The next issues will have special emphasis on verification of a Nuclear Weapons Free World, the next but one will probably put a focus on NWFZs.
- The distribution of the INESAP Information Bulletin should be broadened.
- Selected articles will be translated into German, Arabic as well as Indian native languages like Hindi and Maradi.
- Brochures with selected articles of the INESAP Information Bulletin will be printed and distributed to interested people.
- The INESAP Technical Report series has been started thanks to the initiative of André Gsponer (ISRI, Geneva). It is intended to publish high-quality, peer-reviewed scientific analyses relating to arms control, disarmament and non-proliferation of weapons of mass destruction. Its goal is to improve the quality of independent scientific knowledge on technical issues of importance for shaping new policy initiatives.
- The Proceedings of the INESAP 1997 Conference in Shanghai will be published by end of 1997 as number 3 in the INESAP Conference Proceedings series.
- The INESAP homepage on the internet needs some updates and further development. Alexander Glaser and Christoph Pistner at IANUS are continuing their work on this. Han Hua volunteered to support this endeavour.
- INES project on NATO expansion by Jiri Matousek and others. We suggest to broaden its scope to create a comprehensive picture on NATO activities in different regions of the world and on their impact on security perceptions in neighboring countries
- Responsibility of scientists and engineers not to get involved in nuclear weapons related research
- INESAP position against academic support for nuclear weapons, taking the grant of 250 Mill US$ for 5 universities to coorperate with the Strategic Computing Initiative as an example.
- Letter to Bill Clinton against the USA conducting the second subcritical test signed by 15 participants of the conference.
