US Position on Negative Security Assurance
The US State Department officially says: "In April 1995, the United States reaffirmed in a Presidential Declaration that it will not use nuclear weapons against non-nuclear weapon states party to the NPT. The only exception to this global negative security assurance is in the rare event a state, allied or associated with a nuclear weapon state (and therefore benefiting from such alliance or association) engages in an armed attack against the United States, its armed forces, or its allies." The State Department recently added, that "if a WMD is used against the US or its allies, we will not rule out any specific type of military response. (R.H.)
